The or.>rpol':ltioll would give ’U.S. pl'et'crenHu.l right to take all supplies at man-lu>* prices. .~\mCric:ln citizens would own the majority of the stock. The cm'pm'zltioll’s p:'csidellt would uppoint the corpora’(ion’s oflicers. Secretary for Interior Payne sent a letfer to the Senate objecting to these provisions, but imlicnting ‘that the administration otehrwise regarded the mozl.<llr('- favourably.
