TAIHAPE BOROUGH COUNCIL

A special meeting of the Taihaipe Borough Council was held on Friday might. Present: His Worship the Mayor (A. J. Joblin, Esq.), and Crs-. Turnbull, Fookeéf Davies, Eteveneaux, Timbs, ‘and Reid. . An apology wa"s received from Cr. Cunninghame.

":7REPO'RT ON GR.-XVITATION WATER SUPPLY. ‘ ‘The report on the gravitation water supply scheme submitted by Mr H. F. Toogood, C.E., of Wellington, was one of the subjects for consideration at the meeting. The report in extenso has already been published, His Worshippsaid the Council had decided which of the three schemes previously laid before them they would udopt—pumping, and 'Clarke’s water divining scheme had been discarded, and the gravitation» scheme (now before the Council) of £25,000 was adopted. He would give the Council a few figures to enable it to understand the financial position. The ratable value of the borough was £173,742-——that‘ was the gross unimproved value, but the net. unimproved value was £145,-£72. For, a £25,000 loan the .ra':r.- to be struck would amount to 2 11-ltj-the of a penny in the £l, or £ll 45 approximately on £IOOO of rateable value. From these figures all ratepayers could tell how they would be affected. If a 9-inch pipe was used instead of an 8-inch pipe, an additional £2500 would have to be provided. It was absolutely necessary to put the gravitation scheme before the ratepayers first, for people in ‘the western area to see whether they would go in for the reticulation and sewerage scheme. In answer to questions the Town Clerk said the £20,500 loan for an 8inch pipe would be over the whole borough. Some slight amendments had been found ‘necessary in Mr Toogood’s “Total of Estimates.’ ’ He explained that “extension of water ret.iculation, £8000,” applied’ to the western area; “extension of sewerage, £11,500,” was for the western area, including Maiaroa Road and Goldfinch Street; “restoration of roads,” £250, over each area; “‘usual allowances, 10 per cent., £4000,” £2OOO would be over the wliole -borough and £2OOO over the Westerfl area; “extra contingency, £1495,” £825 over the whole borough, and the balance, £750, over the western area; “fir_st year’s interest and sinking fund on loan, etc., at 6-} per Cent-: £3125,” £1625 would be over the whole borough, and the balance (£1500) over the Western area. With the present ratable value of £145,470, ‘a rate of two pence and eleven-siX-igeenths of a penny inythe £1 would bring in £1628. These figures would make provision for the inclusion of £BOO -over the whole borough for a high

lift pump. The rbonough engineer said B_-inch pipes would supply 3000 people for four days at an estimated consumption of 40 gallons per head per day; 9-inch pipes would give .»a, supply of four and three-quarter days. Cr. Devies said if, as had been suggested, vthe population of the borough we‘-.}<l=be 12,000 in twenty years, the morfoy spenf on installing 9-inch pipes would be thrown away, as 20 years was the effective life of pipes. He moved that the council decide to adopt 8-inleh pipes.’ This was duly seconded‘ and carried. ‘ i The "Mayor said Mr Toogood had ap-J

parently made no provision for 3. new high-lift, pump. ' Cr. Eteveneaux inquil'cq if the Council was going to Wait for the new high-lift pump until the loan for this scheme was carried. He was in favour of putting £BOO on the estimates for anew pump. The pump was most. essential, and in this View Cr. Timbs concurred.

The Mayor said it could he provided in the schedule. The Town Clerk said if the 10:: n --xus carried the pump could probably be procured about. thelend of October. Cr. Eteveneaux moved that the sum of £3IOO be placed on the £50,000 loan estimates for a. new pump. ' Seconded by Timbs and carried. In reply to Cr. Davies it. was stated that in the matter or house connections provision had been made for bringing the connections up to ‘the boundary. The Mayor "then moved: Thiilii the Council decides to place the loan proposals providing for an S-inch gravitation pipe line as outlined in Mr Toogood ’s report. of May 16th, 1920. before the ratepayers. as soon as possible, subject to the inclusion of the sum of £BOO for :1 suitable high lift pump and connections, and the addition of £325 to the sum set down as first yeal"s interest; the total amount of the loan not to exceed £50,000.

Seconded :by Cr. Fookes and carried

Cr. Davies moved and Cr. Fxookes seconded: That if legally possible all the issues he voted upon on the same day; but if this is found impossible the question of gravitaion be followed by the question of reticulation and sew~ erage in the western area.——Carried. . On the motizc-n of Cr. Reid, seconded by Cr. Davies, it Was decided: That the following figures be adopted in respect of the .a.llocat.ion of the £50,000 over the two areas: Whole borough: Gravitaion, £20,500; repairsrto roads, £250; 10 per cent allowance (say), £2000; extra c-0-ntingency, £825; high lift. pump and connection. £800; first year’-s interest on loan, £l62s.—Total, £26,000. Western area: Extension of water reticulation, £8000; extension of sewerage, £11,500; repairs to roads, £2.50; 10 per cent contingency, £2000; extra contingency, £750; interest first year £lsoo:sTotal, £24,000.

BOROUGH LEASE. A deputation consisting of Messrs Bray, Beban, Nathan, Somerville, and Loughnan, waited on the Council to place before it the case for Mr Bray with regard to lease of section 2, block 4_ After a patient, hearing of the views of the deputaion, and a thorough discussion of the whole position, the following resolutions were moved: Cr. Davies moved and Cr. Eteveneaux seconded:—

“That hav.ing considered the matter of the improvements in Mr Bray-’s leasehold property, and being advised that it has no power to allow Mr ‘Bray ‘any compensation for improvements, the Council will support Mr Bray in obtainng compensation‘ to such an extent as thereafter will be allowed by the Council. ”—Carried unanimously. The Mayor moved .and Cr. Turnbull seconded:——“That section 2, block 4, be put up for lease by public auction in two lots, the portion occupied by Mr Some:-ville to constitute -one block, and -the balance of the section the second block.”——Seconded by Cr Turnbull and carried. - Cr. Davies moved: That the sections be put up for lease by public auction for a term of 21 years in each case, and that six months previous to the end of the lease the buildings to be _re-valued in_l:he usual manner, and the sections be again put up for lease by auction weighted with such valuations and at an upset rental to be fixed, the upset rental to be considered the lesseefs bid, and should -there be no higher bid the lessor to have the power of reducing the valuation of improvements, but not the upset. rental, and again putting the sections up by auction, and if re--let the outgoing tenant to receive whatever compensation is paid to the Council for ‘improvements.’ ’-—-Carried.

It was also ‘decided that the upset rentals be £75 for Some:-ville’s section and £l5O per annum for the other section.

The Town Clerk was authorised to value the improvements and report to the Council as soon as possible.

WORKERS’ DWELLINGS. Cl-_ Davies said he would like to mention one matter of urgency, and that was the erection by the Government of Workers; Dwellings in Taihape. Some time ago six dwellings were allocated to Taihape, ‘but nothing further had been done. He moved: That urgent represntation be made to the department con'trollfilg theerection of the six houses that were allocated to Taihape.
