Wheeler, secretary to the Transport Workers’ Federation, in an appeal to the unions concerned. stated that one of the chief‘ aims of the new organisation would be to prevent individual ac-tion by any organisation that would involve the other unions in an industrial struggle withdfit having first ascertained the views of all concerned on the question in dispute. It would also decide what steps might best serve in gaining an entirely satisfactory settlement of a dispute, The necessity for striking would be reduc~ ed to such an extent that the Workers would wonder why they had not. con. sidered the question of seriously forming a federation years ago. Mr 'l‘. Welsh (general secretary to the eSalnen’s Union) referring to the scheme, stated that "the aims of the greater unionism were the eventful control of industry by the workers and the distributidn of products in a more equitable ratio than was possible un.
