INVASION Ol‘ GERMANY. FRENCH_ FORCES WITHDRAWING. Received 9.20 a.m. BERLIN, Apri 19. The French are withdmwing from the Ruhr, and have already evacuated Mulheim and Offenbach. KAPP IN SWEDEN.

Branting declares it is not likely that Kapp will be surrendered to Germany, but in the event of Sweden deciding to expel him, he will be al]owed to decide to which country he will proceed.
