BERLIN, April 16.
In the National Assembly the Defence Minister announced he ordered the arrest of Major Ebhardt, Commander of the Baltic Naval Force, porttion of which is being disbanded and disarmed, forcibly if necessary. The Minister added the news-from Pomerania was most serious. He warned the Conservatives that the Government would not permit fresh disturbances. Government troops could not leave Ruhr until all arms were surrendered.
