The Russian Soviet Government is steadily ingratiating themselves into Chinese officialdom. The latest flattering message conveys brotherly love and anno.un~ces that tihe Red Army does not aim at con‘ques‘t ‘lii moving eastward, but merely to rescue workmen and peasants fro‘m the clutches of Generals Semenov and Horvath and the Japanese. Moscow undertakes to annul all treaties and privileges which Tsarit fiussia acquired in China and solemnly forgives the Chinese temporary opposition to the Soviets in 1918. It offers various concessions and gifts, Everythi'Hg_, however, is dependent. on the willingness of China to give the people complete freedom to determine their own system of Government.
