THE COALITION GOVERNMENT. ELEVENTH HOUR DIFFICULTIES, Received 9.20- a.m. BERLIN, March 26. Eleventh hour difficulties have arisen in connection with "the reconstruction of the Cabinet. The Workers’ Union protes7t‘ '§’gainst the inclusion of three tenl‘§s2'ary Ministers. Schiffel‘,’s resignation is T particularly demanded in view of his negotiations with Kapp. If the resignation becolnes necessary the Democrats Will withdraw their two other nominees and decline to assist in the Coalition. Owing to the impasse ‘the National Assembly does not meet to-day.

BERLIN, March 26.
The situation at Halle is grave, and railway workers complain that the military commander broke his promise of amnesty given in response to the men ’s promise to resume \'vork on Wednesday. According to the newspaper Freiheit, the military is exercising a regime of terror, consequently the unions decided‘ on a. further general strike. The military are al'resting 21.111 who helped the revolutionaries, ill-treating them in the ernollest manner; many have been shot. There is intense eiciékement. Heavy fighting between communists and the Reichwehr is proceeding along the line of Hainonhagen, Cologne, Dusseldorf, Wnsel, Munster, and
the Lippe River. The revolutionaries hdld many works in Westphalia, which they threatenfo ruin if the reichswehr attacks them. The’ revolutionaries are well armed and enhenchetl along the Lippc River. "
