ernmc-nt is__ again in posses-.<ion of full power. The President and Gov-el-nment have returned to Berlin, and the National Assembly will meet on Wednesday. The appeal invites the people to resume the work of reconstl'uct.ion of Gcrnmny on demoeratic lines.
