Lord Jellicocl recommends that Canada adopt a naval programnle which would cost in the first year 5.800.000 dollars, of which 800,000 dollars would be used for new ships, and 500,000 on the 1112’1?nTe11:n1Cc of the fleet ,and the erection of def'mlo.os.
