SUPREME COUNCIL'S ECONOMIC MEMORANDUM. LONDON, March 8. Newspapers contain a forecast of the Supreme Council's economic memorandum. The main lines are inaccord with the forecast. The keynote of the niaiiifesto is said to be necessity for restoring Germany and Russia economically. Until that is done el’l’ecti\'e recovery of Europe generally is -iinpossible. Russia’s first requisite is peace and the sec» ontl is reorganisation of transport. The Council urges that the States b0l‘(l€l'lIlg on Russia should acc-ant any reasonable terms. This wonltl enable resumption of trade and the import-ation into Russia of necessary railway material, to which the Soviet Government attaches the gl'eatc-st-importance.
