The reservation declining to bemthe League’s expenses except by Congressional authoiisation, was readopted by 41 to 25. It is u11(le1-stood tliat Pi-esiklent Wilson has again informed Deniocmlic» Senators» that he will not accept any reservation on Article Ten. '

Mr Daniels put forward three naval proposals, which are dependent ‘on the Senate’s action 1-egardlng the Peace Treaty. Mr Daniels saitl: “If the Senate rejects the Treaty the United States must have incomparably the greatestlnuvy in the wo:'ld,. including an additional ten Dre.-a’(l—-noughts and battle cruisers. If the Senate accepts the Treaty only minor naval additions will be necessary. If the Senate does’ not accept the Treaty the United States must. build sixtynine vessels, costing 195 million dollars. Whether the League of Nm'-lions exists: or not the United States must have a navy equal ‘to, if not b'i;:ger than, that of any country in ‘Rll9’! world. Britain was encouraginv. thrcolonies to build naval vessels.“
