The correspondent of the Evening Standard in Berlin reports that ‘Herr Von Gwinner, the German financial expert, estimates {hat the worthless paper money circuliting in Germany averages £4O sterling per capita. He declares, “The whole of Europe is financially wounded. Unless the world comes to its senses, buries its hate, and builds bridges of sympathy and mercy, I believe the entire white race will niarcfi to ruin.
“The real? Hun is the Bolshevik Hun, who is knocking at Germany’s Eastern frontier, and will conquer u-n----less our hopeless people are helped.”

Mr Thomas Richards, a Labourl M.P., speaking at Ebbow Vale, launch-1 ed aifrank attack on the extremist-3 leaders. SOVIET MARRIAGE LAWS. NOT SO REVOLTING. LONDON, March 7. The Soviet marriage laws, of which various versions were published in‘ 1919, are DOW oflicially stated. They abolish all religious hindrances, such as differances in faith, and recognise only the civil -contract, though they do not prohibit church ceremonies. The nmtrifiionial age is fixed at sixteen for females and eighteen for inales. Community of property is. not established, but each party is compelled to support the other in the event of need or inability to Wol‘k. Mutual consent or the desire of either party are sufficient grounds for divorce. Parental rights must be exclusively execised for the children’s benefit. The courts are able to abolish parental rights if they are misused. Children‘ are invested with sore rights in their o-wn property, and do not share rights in Lparents’ property.
THE ADRIATIC PROBLEM. TEXT OF WILSON’S NOTE. Received 9.15 am. WASHINGTON, March 7. President Wilson ’s last Adriatic Note has been published. The President eannot consent to the withdrawal of-. his proposal of 9th December. but accepts the abandonment of Fiume as a bufier State and the creation of a free State limited to “corpus separatum Fiume.” The President will gladly accept a mutual agreement between Italy and Juigo-Slavia, but the Albanian questions should not be included in the proposed joint Italo-Jugo-Slavia discussions. The Premiers of Britain and France cannot expect the United States to approve of the execution of the Treaty of London, unless the terms are intrinseically just. The President cannot accept the implication that he is responsible for the failure to reach :1. solution of the Adriatic problem.

Colonel Ward, speaking in the city. said Admiral Koltchak was a cleanSouled Russian patriot. The Allies persuaded him to accept the task of establishing a, stable government, but finally deserted him. The French Command€l"ill-Chief actually surrendered Koltchak to hié enemies in the middle of the night. Witllin an hour Koltchak was destroyed in 3, back. yard. When the Allies clianged their policy towards the Bolsheviks, filmy were not compelled to go to the length of absolute treachery.
