\ NEW MINISTERS. I APPOINTMENTS ANNOUNCED. ‘ WELLINGTON, March 3. ‘ The Prime Minister (the Rt. Hon. W, F. Massey) has announced that‘ the Hon. J. G. Coates has been appointed" Minister of Public Works. ‘ ’ Mr E. P. Lee (Oamaru) takes the portfolio of Justice. Mr C. 3. Pair is appointed Ministerof Education. In announcing the Cabinet changes Mr Massey saidthat Sir Francis Bell‘ and Sir William Herries had both expressed a desire to take a Well earn-‘ ed rest, but had consented to continue in office, at least through the coming session. _ ' ‘ The Hon. C. J. Parr (new lvlinister‘ of Education) has represented Eden, in the House of Remc-sentatives since 1914, winning the seat by a substantial majorit3" on the retirement of the late Mr John Bollard. He was born at Cambridge in 1869. and after a brilliant scholastic career was arlmitted to the Bar in 1890. He has always closely identified himself with educational progress and reform, both be‘fore and since he entered national ‘politics. and was for Several years. "chairman of the Auckland Education Board. ‘ The Hon. E. P. Lee is a well-known lawyer of Oamaru, which he has re‘presented in Parliament since 1911, when he _was among the band of new Reform members who gave the pre‘sent Government its voting power to ‘the Treasury benches. He is an earnest and thoughtful speaker ‘in the ‘I-louse, and is regarded by his fellow \members as one of the soundest ex‘ponents in Parliament on legal points ‘and technicalities when bills of intri‘cate machinery clauses are under con- , sideration.
