} THE HOME RULE BILL. I LONDON, Feb. 28. The Daily Chronicle says the Home Rule Bill abandons County option and substitutes clean out six Ulster Counties. The Labour Party is tabling an amendment in favour of nolpartition of Ireland. The Labour de--legation’s report favours. a full measure of Dominion self-government, with provisiional protection of.minol'ities, or a constituent assembly elected on a system of -proportional representation to decide the form of selfgovernment. questions of defence and foreign relations to be reserved to the Imperial Parliament. ,
