KAISER’S LETTERS.

In January 1905 the Kaiser refers to the sensation caused by the fall of Port Arthur and expresses deepest sympathy with the valiant genleral and his brave diminishing band of heroes who strove to the utmost to fulfil their duty ‘to Emperor and country. The Kaiser proceeds: “I hope that you will not fancy that I intrude on your privacy when I beg you to tell ime your plans for the future, so that, if possible, I may make myself useful to you and shape my policy. I prefer being informed by yourself ‘directly, as I have firmly stood to you and your COl1lltl"}' as a faithful friend.” The Kaiser continues: “Now that the programmze for the r~rlle\val of your fleet is publish:-cl, I hope that you will not forget to remind your authorities to remember our great firms at Stettin, Kiel, etc. ' _ A. letter, written in 1905, rel‘;~rst characteristically to the terrible mussncre of people gamered to present a Detition to the Czar in front of the Wint-er Palace. says. “You have b-em through a serious trouble etviiig to the effervescenco and agitation among the. lower classes. lam glad your soldiers. show,ed. themselves reliable and true to their superior. The reception of the deputation of workmen made a good impression every‘»‘.'l‘.Cl’(); and showed them they could see. the face of their dear father if thy asked this honour in due form." The Kaiser proceeds to ‘discuss reports of plans to reform Russia. . He says: “The most sensible and best adapted to the people and their custorus in my humble opinion .Semn.s the formati-on of.u body of m.en"' chosr.-n from the best and ablest ‘heads: of lhe different Zomstovs. This body would be attached to and advise the lulp.=3l‘ial Council, at Wliich the Czar would preside from time to time.” In this way _yg_u would ensure an executive once’*3il:fl for all to an autocratic, Czar and fjot to leading Mini:<ter.:?'.”
