Regarding the British Governnien-t’s offer ‘forbidding German vessels to leave British ports, thereby preventing coaling of the Russian warships proceeding eastwards, the Kaiser wrote: “I must now have a positively definite guarantee whether you intend to leave me unl aided or not if England and Japan declare war on me for coaling the T; sian fleet.
