PROPOSED DISTRIBUTION OF SEATS. ALIJAHABAD, Jan. 8.: ' The Government has provisionally decided on the distribution of a hun~ dred seats in the new Indian Parliament. ‘ In the provinces? there win. he a. heavy preponderance of Indians over Europeans. The total in "the Legislative Co'lincil will be:' lndians 49, Moslems 29, Silkhs 2, Landowners 7, Whites'9, Indian Commerce 4. For the Council of State it is proposed that the elected seats «be: Indians 21, Moslems 9. Sikhs‘ 1, Chambers of Commerce 2_ It is proposed that the elections to the Council will be direct. The local Government will frame a franchise so as to yield an electorate composed of men of wealth and position.. These prOpOSSIS Will‘ be submitted to an informal advisory committee which will be instituted for the purpose of consultation and .re—fprm. Proposals and criticism will be invited from the various Dolitical bodies.
