The local Government will frame a franchise so as to yield an electorate composed of men of wealth and position.. These prOpOSSIS Will‘ be submitted to an informal advisory committee which will be instituted for the purpose of consultation and .re—fprm. Proposals and criticism will be invited from the various Dolitical bodies.
