TOKIO, Dec. 13. China demands that Japan apologiseg for the Foohow riots, and for the (lespaleh of Japanese warships thereto. The demands include the 1'6.-zall of the Japanese Consul, punishment of Formosan'.\a., and of Japanese allegedly for killing Chinese students, and compemslation sol’ the Matters’ jrelatives, punishment of. the Chief of Police, and prohibition of Japanese merchants from carrying arms. It is unlikely that Japan will comply, as the authorities -are' asserting that the students. were‘ wholly responsible’ for the riots.

The Daily Telegraph's Milan correspondent states that the situation in Austria is so desperate that in several provinces, notably, Borarlberg, Salzburg, Tyrol, there is strong agitation to break away from Austria. Vorarl— desires to join Switzerland; Salzburg and Tyroi wish inclusion 'in Germany. The Tyrolese threaten to break away forcibly, declaring that the Austrian Republic is unable to feed the people. The Tyrol Diet ‘adopted a resolution asking Vienna to obtain from the Supreme Council at Paris, permission for the Tyrol to join the German economic sy.s"t“em.
