The Daily Telegraph learns that Downing -Street conferences decided ~to establish «an Super’-Suprenxe Allied C'oun. rail, covnsisfing of the Prime Minitsers of Britain, France, -I~t’aly_, with a representative of the United States, who must have full powers «to» act, without I'eferl'ing to VV'3.Shington. The Council will meet. pefiodically, the first meeting being in Paris at Christmas. A difiieulty may arise if President VVil- - declines to d'el’egate the Presi~ dential powers to 9. plenipotentiary. It is understood the conference today discussed the ‘Russian; Adriatic, and Turkish questions, but reached no decisions. Afterwards M-r Lloyd George and M.
