It is pointed out that in the event of Congress passing 12.‘ resolution. declaring that Peace exists, the United States would -not be able to retain seized German proper't.y, and would be compelled to ‘negotiate 9. separate treaty with (‘§}ernl:any. This Woulfd lead to complieatrons, since Germany is unable to make arrangements with any Government without the consent of the League of Nations, of which .the United States would no_t be a member. Senator Hitchcock stated that the. people would demand that the Democrats and Republicans should come to a. compromise and ratify the Treaty.
