Mr Amery, interviewed by the ’l Morning Post, said that. as the Nineteenth Century was the century of the i United States, so the Twentieth oen—‘ itury would be the century of the Bri- ! tish Empire. It would end with the British Empire having two hundred rnillion white citizens enjoying _a far higher level of “prosperity than the United States to-day. The first essen-‘ tial was the developmentof Imperial; Transport by Erhpirewvide railways; These ‘were. essential as a complement \ 'to the policy of Imperial preference. It was the business of the whole Einpire to assist -in_ developing Crown colonies ‘and protectoratesl Equal participation in governance of less advanced territories was of more practi--cal importance than recognition of -the Dominions’ equality ‘status in interna—‘ tional 3.ff':Lirs. As half the population of Asia was within the B'ritish Empire'thcre was no possible mcrrace against pthe*in"tcrests of Australia and Canada. 'The conception of the Empire as
a solar -syslem, with England as the sun and the colonies as satellites, was out of date. Alongside development of transport slnoulld go ‘development of overseas settlement. Emigra‘t-iOll was an evil_worcl. A man could not emigrate to Australia. The word should be reserved for foreign countries. The League of Nations’ mandate will not interfere with British Imperial policy. The Inandafe was not likely to impose any conditions which we would not impose ourselves.
