PEKING, Oct. 31. Outer Mongolia has petitioned for the cancellation of her autonomy and return to China on condition that the debt to Russia is redeemed and China pays the salaries ,of chieftains and princes. The Government has accepted the offer and 800,000 dollars have been voted for salaries. The Ministry of Foreign Affair s has been instructed to open negotiations with the Russian Legation for the cancellation of the Kiakhta Treaty of 1914, under which the autonomy of Outer Mongolia was recognised.
