FAILURE OF NEGOTIATIONS.

"Negotiations for the reunion of the Sotfith African and Nationalist parties failed. The South African Committee 'appointed to meet the Nationalist com‘mittee reported to Congress at Pearl ‘thatthe Nationalists insisted upon the right to agitate for a republic, regarding eventuali independence essential. The South African. party delegates refused to agree to ‘this, and negotiations thereupon were broken -off. Mr Malan moved the adoption of the Committee’s report, pointing -out that it would be fatal to tear asunder -the foundations of national development laid down by the Act‘ of Union. Other speakers emphasised that the o11l;V point at issue was the British connection, about which there could be no compromise.
The nrostion was unanimously adopted.
