Before closing the Nationalist congress at Paarl adopted a programme of action embracing a demand for the repeal of the Colonial Laws Validity Act, 1865, so far as it concerns South Africa; the abolition of titles and honours; the Union’s own fla.g to supersede the Union Jack; the appointment Eof South AfriCa,’s own ambassadors; the local appointment of 2. GovernorlGeneral; the ownership of the Mint and coinage; no British or other garrison troops to remain in the Union, which shall have complete eqnality with other sovereign States as regards international negotiations; the Union to have complete and exclusive con. trol of its external affairs. The programme also provides for the creation of the Union’s ownbfleet, andf the avoidance of anything in the shape of Imperial federation, such‘ as the appointment of a "resident Minister in£ London. . _.
