J. G. Coates replied. (1) The official report shows the statement is incorrect. (2) Delaney is case was sub. mitted to Cabinet before the sentence was carried out. It was not a question of ‘reintroducing Ethc 1)1111iSi1m0I1{i3_'Of flogging". punishment is provided for in the Crimes Act, and may be ordered at the discretion of the Court for offences of the character of that conmiitted by Delaney. (3) The Prisons Department is not aware that authentic or accurate information is avrxilzible regarding the ofiieaey or in,efficacy of flogging as :1 deterrent to crime.
