Some discussion took place on the; clause proposing to give power to' united boroughs to raise all rates by way of a general rate and it was de-i eided to recommend j insertion of a clause providing that in th e matter of special loans a poll should be taken if five per cent of the ratepayers desire' it. The Conference approved the Bill with tbi s addition.
