Later State Department advices from Paris says aht the Bulgarian Treaty has not yet been signed. Reporting on. the Peace Treaty the Senate Foreign Relations Committee appended forty-five amendments and four rser_va€ions.. ' The majority report of the comniittee points out that the amendings and reservations are guided by a single purpose, that is, to safeguard American independ ence and right of sovereignty. The reservations ‘include the right of withdrawal from the League, refusal to recognise obligations under Article 10 except Congress so decides, reserving to the Unitedstates the right to decide what constitute .donlestic questions; also an absolute reservation that Monroeism should be left to the United ‘States alone. The amendments include a declaration that British Dominions should not vote, and in favour of_the restoration of Shantung to China.
