APBESENTED BY THE ALLIES. PARIS, Sept.‘ 4. ' The final Austrian Treaty has been presented. There are no changes in ‘CIIO i)oli7t:ical, military, naval, or terms as pi-esented on ‘July 20th. There are slight economic concessions.
