High Commissioner von der Lanclien, at Brussels, stating his desire to win Judet over, and adding th'atAJudet had consented to place_his Wliole influence at Germany’s disposal for propanganda purposes in consideration of the payment of two million francs, Von Jagow, in the telegram, asks Von der Lancken’s opinion as to concluding an agreement with Judet. Sir Edmund Allenby has issue a Warning proclamation, owing to the wholesale" formation of so-called Labour syndicates, which are really political organisations, menacing public order. The proclamation has already had a good effect. FRICTION BETWE-EN BELGIANS AND DUTCH. OVER FRONTIER QUESTION. STRAIGHT TALK FROM HOLLAND Received 9 a.m. PARIS, Aug. 26. The dispute between the Dutch and Belgian delegates at the Commission for the revision of the Treaty of 1839 were so‘ violent that the Belgians decided towreturn to Brussels, the French Foreign Oflice at the last moment pursuading them to" re-train pending the receipt of the report of the Dutch Minister in’London. This accuses the Belgians of constantly violating Dutch rights in the Scheldt, and points out that Hollani will never permit the Scheldt to ecome the Dutch-Belgian frontier, inasmuch as the present from flags are the outcome of the historic aetelopments of Holland's positive right. Replying to Belgian demands Holland declared that any attempt to enforce the proposed new boundaries will be regarded as a casus belli.
