L A MR MASSEY REVIEWS THE :\l POSITION. ‘ AUCKLAND, August 5 The Parliament of the Dominion will be given an ‘opportunity of discussing the terms of Peace. The Prime Minister stated that 9. motion to approvelwould be introduced, and that ‘HI9 carrying of each motion would embody ratification of the terms by the Dominion. "With regard to the questi-on of the qei-establishmenit lfof trade with «Germany,, the Prime -Minister pointed out that under the terms of the treaty, the Germans must be supplied with material, and this would necessarily lead to the re-establishment of commercial relations to that extent. 'on the matter of the treatment of enemy aliens already living in Britain and various Dominions, together'with the policy towards ‘aimmigration from those countries with which Peace has already been concluded, nothing had yet been done, and nothing would -be done hurriedly of wit-hout mature consideration. A conference of the parties aifected would be held to decide on the steps to be taken, and to formulate whatever plans were held to be necessary. He stated that no uniform -‘policy had been adopted. Each Government was left absolutely free to make its_ own arrangements.
Passing to the question of the Government of the Empire, Mr Massey characterised -as being without authority, statements cabled from America recently,‘ declaring t-h‘a't a Bill would be introduced in the British Parliament to‘ set up a scheme of Government for the Whole Empire. New Zealand, as a part of the Empire, he said, was a party to Anglo-American-French Treaty, and certainly had obligations ‘under it. These obligations, however, were by implication only. _
