He paid :1 tribute to the ‘New Zealand Government,’s work at Samoa, where, in 1914, there were no schools and practically no communicat"iens, but new schools and wireless stations were erected. He regarded it as a duty of the representative of the sovereign‘ to acquaint himself with all ‘parts of the Dominion and he thought the «Kings representative should go to the Islands at least twice during his term of office.
