With reference to the cable from Sew York stating that a scheme for ‘at Fedc_ra.l, Parliament for the British «Elnpire“Wes“;;top‘.be _ls'llb-inihtted to ‘the iigflolise" of Commons, 7 Sir fas: Allen said .today he did not‘ think" ‘a Par-lianienf ‘of the «Empire was practicable‘ at preEsenif. At .any_r»ate he ._did not think an Empire Parliament’ {vas practicable with power of taxation over all parts of the Empire as seemed to be proposed. He did not think any Dominion jwouldgive up its.rigllt to impose‘ its own ta.Xa.tion_ What he believed was ;possible was a Council of Empire ;which could allocate to every conistituent portion of the Empire its share of the necessary moneys required for such Imperial expenditure mas must always be under Imperial §control, defence and the‘ diplomatic iservice for instance. He did not think {it would be possible at present to [have an Empire fisealepolicy. That lmight come one day. but he did not %think we were ripe for it yet.
