The Times, in a leader reviewing ‘the Treaty, insists it is not really finished in any important respect. The Treaty teemg with opportunities for evasion and bad faith, especially that portion whereon democracies rely. We know the Germans do not intend to adhere to the Treaty from their character, history, and their own lips and latest: acts. They must be constra.ine-El to keep every engagement. Unless Allies maintain a firm grasp of the situation for many years the Treaty will become a dead letter in the most vital clauses. .~ PEACE CELEBRATIONS IN . AMERICA. Received July 3, 9.25 a.lll. NEW YORK, June 28. The populace received the news -of peace callllly_'. A few churchbclls rang and stealllships whistled; -but the people continued business as usual. There was no evidence of the Wild ell- - which marked the armistice celebrations. The Stock Exchange was not influenced. Traders explained that peace had been anticipated in ‘the United States.
