APPOINTMENT OF CONSULS. ‘ BRITISH REFORMS PENDING ‘ LONDON, May 22. In the House of Commons Lieuten-ant-Colonel'Sir Samuel Hoare moved for the appointment of a committee to carry out the recommendation of. the Civil Service Conllnission’s report regarding the ‘foreign consular and‘ diplomatic services. i Mr. J_ R_ Cynes, seconded the motion. . ' Lieutenant-Colonel Archer-Shee, in supporting ‘the proposal, suggested] that the Doniinions be zlsked,to help [ financially in maintaining unified ‘ consular service representative of the Empire. I Lieutenant-Colonel Murray express-. ed the 110pe that the Government l would encourage candidates from the DominionS_ 4 Sir Arthur Steel—Maitland, UnderSecretary for the Foreign Oflice, re. plied that a property qualification was a necessity for nomination. but separate examination of Foreign Offlee condidates would be abolished, In « future the pay for diplomatic and consular posts would enable the holders to maintain the positions properly. The generaliand Levant ser.vices would be merged soon and possibly also tch Siamese service, but the Chinese and Japanese services would remain vsepara,te_ The suggested amalgamation of the foreign diplomatic services with the consular service and the Department of Overseas Trade was uncomm-only_ diflicult. . The Government had decided to reconsider the position of the Overseas .
