IMPERIAL PREFERENCE. ACCLAIMED BY JAMAICA. Received May 14, 9.5 a.m. NEW YORK, May 7. The New York Times’ Kingston (Jamaica) correspondent says the Legislature has .unanimously adopted a resolution acclaiming the early pros■pect of Imperial preference in the readjustment of local tariffs, in order to provide a measure of reciprocity.

The New York Times’ St. Johus correspondent states that a Handley-Pagc bomber, which will attempt the transAtlantic flight, is expected to arrive by steamer from England on May 11th. According to the New York Times’ Washington correspondent, the United States Army air service has announced that it will co-operate with 32 municipalities in laying out lauding fields for the purpose of aiding commercial and military air services.
CHINESE OPPOSITION TO JAPANESE CONCESSIONS.

The Chinese Cabinet has decided to instruct the Chinese delegates at Paris not to sign the Peace Treaty assigning to Japan German rights at Shantung.

MR MASSEY. INTERVIEWED

Interviewed by the London Times, regarding the Budget proposals, Mr Massey said; “They represent a very modest instalment of Imperial preference, but are very important as an affirmation and admission of the principle. as well as of the fact that Imperial preference is now part of Britain’s policy, as it lias been the Dominion's for a number of years. There are other directions in which the principle may be applied—that of interEmpire communications, for example, and financial transactions, one result of which is heavy income tax on Dominion and Colonial loans. Public opinion is steadily growing in favour of such preference, and the Governments and Parliaments must respond. The new policy will become an important factor in the Empire's prosperity and solidarity. ’ ’
The interviewer notes that. Mr Massoy secured the acceptance by the War Cabinet of .1917 of a resolution favouring the development of Imperial resources and making the Empire independent. respecting food supplies, raw materials, and essential industries. The resolution also affirmed the principle of Imperial preference.
