RESTRICTION OF IMPORTS. '' BLACK LIST ' - PR EPAR K 1). PARIS. April 7. The Economic Commission has established a black list of goods which Germany will not be permitted to export. The list includes coal, paper, wood pulp, timber, dye stuffs, products of iron and steel, sugar, window glass, machine tools, machinery, and electric machines. The Allied Board will control these materials, buying amounts not exceeding two-thirds of the output, and permitting restricted neutral purchases. The economic .sections of the Peace Treaty provide close control of Germany's exports for some years, with a view to strengthening Allied trade. It also contains clauses giving Allied shipping the same rights in German ports as German shipping.
