THE ESCAPE OF THE GO BEN. JUSTICE DEMANDED. Received April 22, 8.50 a.m. LONDON, April 1(5. Commander Bellairs, in <the Commons, demanded the publication of the findings of the court-martial of Admiral Troubridge, in reference to the escape of the Goben. He read an extract of the findings, and said Troubridge 's conduct was governed by an Admiralty, order imperatively pointingout the necessity of not being brought to battle by a superior enemy. The Gcben was faster than Troubridge ! s armoured cruisers, and her guns easily outranged his; therefore the Admiralty was responsible. The court-martial found in view of the Admiralty's instructions, Admiral Troubridge was fully and honourably acquitted.

The Morning Post's Constantinople correspondent states that in the evmination of the Grand Vizier, the Prince said Halim Pasha revealed that Germany, Austria and Turkey entered an offensive and defensive alliance on July 10th, 1914, which was consumated in a treaty on August Ist. Further treaties dealing with the division of the spoil were signed after Britain's entry.

There is a belief that the Powers will bring the Kaiser to trial and endeavour to secure 'his exile from Europe. It is understood the majority of the Crimes Commission favour this course, although Mr, Lansing is opposed to the trial on Lh<i ground that there is no power under the law. The; Japanese, too. opposed, holding views on kingly sanctity. It is believed Mr Wilson and the other colleagues in the Council of Four do not share Mr. Lansing's views.
TREATY BETWEEN GERMANY AND RUSSIA.

Unconfirmed news by despatches from Warsaw say a treaty between Germany and Russian Bolsheviks has been concluded, whereby Germany is given the right to organise Russian industries, munitions plants,, mud railways, and furnish military instructors for flie Russian Army. In return, Russia is to furnish Germany with foodstuffs and military aid. The main clauses of ihc treaty have been aecopteo by the Executive Council of Soviets.

The New York World's Paris correspondent interviewed Said Pasna Zaghlel, President of the Egyptian Legislative Assembly and head of the Egyptian Nationalist depuatation, who said the subject of the deputation is to make known Egypt's desire for independence_ The Egyptian Nationalists' Government is not religious, anti-foreign or Pan-Arabic. We do not desire a confederation with neighbouring countries.
