PARIS, April 17
American headquarters denies that President Wilson has entered in any form into a Franco-American Alliance adding that the League of Nations remains the only American agreement supporting France in the event of an attack. Mr. Wilson has not indicated whether America will accept the preferred mandates of Armenia and Constantinople. Anglo-Francc does not wish each other to have the latter mandate. Greece is considered. too weak financially to undertake the responsibility. Mr. Wilson wishes the United States to accept the mandates, but hesitates.

LONDON, April 16
Belgium has refused to demand the extradition of the ex-Kaiser, declaring she is ready to punish Manteuffel for the sack of Louvain, Groeder for the murder of Captain Fryatt, and Sanhusweig for the murder of Edith Cavell; but does not seek revenge. She thinks the ex-Kaiser is only punishable if the tribunal established was made retrospective, which is legally unsound. The ex-King of Bavaria has applied for sanctuary in Switzerland.
