HISTORICAL CONVENTION.

LONDON, April 9.

Mr Barnes, In introducing the Labour Convention to the Peace Convention, said the pre-war experiences of Labour laid upon the "World a heavy burden and a great danger. They sought now, for the first time in history, to get the co-operation of States, employers and workers, and to get improved conditions in all countries. 'At the outset the Convention was confronted with the differing conditions in various countries, and objection to the acceptation of decrees of any super-authority. It therefore had fo abandon the idea of uniformity or coercion and leave it to the justice of all concerned. M. Cdlliard, French Labour Minister congratulated the Commission on its work, which would make future international conventions easier

Dr Sinha, on behalf of India, accepted the Convention from the industrial point of view, India was backward. It had misgivings of the Convention, fearing its conditions wore ill adapted to tropical countries. However, Mr. Barnes’ intimation that a protocol would be added safeguarding their interests satisfied him completely. M. Vanderveldt (Belgium) and Signor Barzilai (Italy) supported the Convention’s principles. It is reported that the British, American and French oppose the inclusion of the Labour points in the treaty.
