Plans are afoot to join Austria;, Hungary, Turkey. Bulgaria and Germany under one peace treaty in order so*toeet Italy's objection to the omission of her special interests, in Austria from the first agreement.

Lord Milnor. in the House of Lords, said it was impossible to reduce the army and navy considerably, as peace was still distant.
AUSTRIAN FLEET HANDED OVER.
LONDON, March 26
The Austrian fleet was handed over to Italy at Venice on Sunday. King Emmanuel was present. There was r» impressive ceremony. The warships arrived in single file with no flag flying and manned by Italian sailors. Venice was en fete.
The committee appointed to deal with German shipping will have headquarters at Rotterdam, not Hamburg.
The Economic Commission face great difficulty in drawing up the list of goods which Germany may not export to the Allies. Views were ■widely divergent. The Americans take a mild view while the British view is moderate. Othsrs desire a
stringent list. The Council of Ten is still engaged on the Polish question.
GERMANY SHYING.
NEW YORK, March 25
The "New York Times?' Geneva correspondent states that Von Hindenfourg, General Luetwitz, Colonel Reinihardt, Ebert, and Scheideman are conferring on the advisability of refusing to sign the preliminary peace terms.
Rantzau is quoted as saying: "It is a question whether we have not every thing to gain and nothing to lose by
passive resistance."
