BOLSHEVIK HORRORS, UNPARALLELED FRIGETEULNESS. Received 9.20 a.m. i LONDON, March 13. The Austfraflian learns that the latest official news from Russia reveals extraordinary demoralisation and appalling outrages in general. The British Consul at Ekaterinburg, as a result of. a special enquiry in fhv Perm district, reports that the number of victims amounts to several thousand, who were mostly shot. Tortures usually preceded the muri ders. A girl, aged nineteen, accused of espionage, was slowly pierced with a bayon'et thirteen times in the same .wound, and she is still alive. In other* cases victims were wounded with 'a bayonet from fifteen to twenty times. Forty-six priests out of 300 in the Perm district were killed. Sixty-six children weiv. taken as host-

ages and mowed down by machine guns. In some cases the Bolshevikstook a ransom from relatives and after

that the victims were secretly killed

Lettish ti'icops, advancing towards Mitau, captured Kandau and Zabel. Bolsheviks arc reported to be retiring. Official despatches from Russia state that Ducherese, formerly French Consul at Petrograd, re-visited Russia. He reports that the military and civil power of the Bolsheviks is declining. Owing to supplies failing, followers are exhausted, paper money is valueless, and the frequent desertions of peasant troops are demoralising the army. There are constant dissensions between the Soviets in Petrograd and Moscow and those in the provinces. .Peasants refuse to Tiring stocks into towns and are hiding their food. Official reports from Vladivostoek state that most of the commanding officers in the Red Army arc Germans, introducing German methods. Red Commissiarics are mostly Jews. In order to prevent desertion officers are constantly watched and their families are held as hostages. Well-to-do families live in constant fear of death.

News from Russia show that the Red Commissaries are miristly ill-educated, and condemn people to death without making any accusation. They frequently assist in the murder of the victims. Starvation is giving ris? to epidemics, exterminating entire villages. The educational system is entirely disorganised by Bolsheviks appointing teachers chosen by students.
