The Commission on Belgian Affairs has decided in favour of the (abroga- [ tion of the treaty of 1839. This permits of the opening of the territorial problem between Belgium and Holland. Belgium contends that control over Limburg Luxemburg and Malmedy is necessary for Belgium’s defence also possession of Zealand, Flanders and Wouland to ensure the provisioning of Antwerp. Holland should receive Guelders, the left bans: of the Ems, eastern Freiland, with the mouths of the Ems and Etoden. The Commission decided at a Council of Ten it had no authority to settle about Scheldt and Limburg unless Holland desired to place the question before the Conference.

The general concensus of editorial opinion in newspapers is one of disappointment at President Wilson’s League of Nations speech. They point out that the President failed to explain what the League is but confined his remarks to generalisation, idealistic expressions and appeals for support, also warnings to opponents, hut he said nothing to elucidate the actual plan of working of the proposed League constitution.

WASHINGTON, March 5,
Congress adjourned after a day and night sitting. Republican obstruction resulted in the loss of a large number of important measures. A Bill allotting the money necessary for the government and ownership, of the railways failed to pass. President Wilson’s nomination of Cabinet officers and ambassadors was not endorsed. President Wilson made the statement that Congress’ failure to pass legislation showed that a group of men had deliberately chosen to embarrass V administration and imperil the financial interests of the coutnry’s entire railway system. President Wilson signed a bill guaranteeing the price of wheat at two dollars and t wonty six cents per bushel.
