The German Armistice Commission has departed for Spa. It is expected that negotiations will proceed rapidly. Germany threatens to refuse negotiations if the question of delivering up the German fleet separated from other questions.

The absence of Mr Lloyd George and President Wilson, Clemenceau, and Orlando resulted in a deplorable slackening of vigor, every deference ■was allowed free ventilation and bold decisions were wanting. Strong leadership is needed for making peace as in making war. The Peace Conferencee is suffering as the Allies suffered before the adoption Of a military command.

Official quarters have expressed the belief that the Germans will be called to Paris to sign the preliminary peace treaty within a week or ten days after President Wilson's arrival in France
The New York Evening Sun's Parrs correspondent thus sums up the French official viewpoint of American Senatorial opposition: "Wilson's followers are saying that opposition is the result of domestic politics rather than real antagonism to Wilson's foreign policy The Allies will stand by Wilson and say with him that the American people's commenflation is necessary in order to make the world's peace durable
WILSON'S FIRM CONVICTION
NEW YORK March 5.
President Wilson in a speech, said: £ am still convinced fait the people of the United States are in favour of a League of Nations. T will not return from Europe until, the world is assured of permanent pvace. The League of Nations is a notice to the Powers that the rest of world will go to war to prevent aggression. President Wilson added: If the | United States does not enter the League it will be the most contemptible nation in the world. He continued: I solemnly warn opponents of the League that they will be overwhelmed by the irresistible tides of world opinion. I hear from Paris that settlements towards peace now occur Tapidly.
