Received 11.40 a.iu. WASHINGTON, Feb. IS Vardanian, in the Senate, attacked the League of Nations. He said it was an unconstitutional wrong for Wilson to ask the Senate to be silent pending his return. MARMORA CONFERENCE COLLAPSE. RUSSIA THE CHIEF TROUBLE Received 11.40 a.m. PARIS, February 17. Mr. Fraser reports that the Russian situation is again occupying the foremost place in the Council’s attention. The lapsing of the Marmora proposition compels the Powers to find another solution. A suggestion was made that a commission of military experts should look into the question -and determine what amount of force would be required to intervene in Russia. It was known that Britain and America and probably Japan, were absolutely opposed to military intervention, but France and Italy are strongly in favour. In France the attitude is almost solely dictated by fear of Bolshevism. She fears the growth of this political creed more than the cost of military intervention. Although Britain has forces iat Archangel and Omsk these were sent really to fight the eGrmans. Britain feels she would not let the Russians down who up to now relied for safety upon these troops, and hand them over to the tender mercies of Bolsheviks. In protecting these minorities there is hope that ultimately some .arrangement may be come to with other governments in Russia.
