0— — The first act of King Ferdinand of Roumania after the dismissal of the Germanophil Marghiloman Cabinet was to issue a “manifesto to the nation announcing the immediate application .of the democratic reforms which he promoted before the German occupation curtailed his freedom of 'action. These are fche agrarian naeform and universal sufagrarian reform and universal sufthat Avithout one equitable solution of the land question and without a democratic franchise the foundau ti'ons of the Roumanian State must remain insecure. Besides removing the wmrst grievances of the Roumanian peasants, who are the backbone of the country, a sound and just agrarian reform will tend* to bring the social system in Moldavia, and Wkllacliia into dloser harmony with the system in Tranyslvania, which is now organising itself for speedy union with Roumania proper and Beßssarabia. The stability of the nerv and united State Avill thus be enhanced. It will be entitled to the full support and sympathy of the democracies of Western Europe, and should be >a (bulwark (against the Bolshevist propaganda which the Gormans have sought to organise with the object of throwing Roumania into anarchy.
