The Japanese Minister at Peking is reported to have warned China that unless she confirms the secret treaties immediately Japan has an army and transport's ready. The Japanese, it is alleged, stole copies of the treaties which the Chinese are bringing to Paris with a view to submission to the Allies. The -Shantung treaty gives Japan the entire German concession properties, and railways for a long term of years. The Chinese President asked the League of Nations to affirm the independence of China, freed from Japanese control.
