MR. HUGHES CONDEMNS MANDATORY, NEW YORK, February 10. Mr, Brandon, addressing a meeting of the League of Free Peoples, read a cable from Mr. Hughes stating that international control of the Pacific Islands has all the defects of indirect control. The Government is like, a business. It is best managed by the man on the spot. None will spend money where tenure and possession are uncertain or where "control is subject to interference by a man ignorant of local conditions. Control by a single government is necessary for development, because the mandatory control would refuse to spend necessary money. : -
