SCOPE OP COMMISSION. CHRISTCHURCH, January 27. The Minister for Public Health said to-day that the order of reference for the Royal Commission to inquire in*.o matters in connection with the epidemic had been passed by the Cabinet and was now ready to be submitted to the Governor-General for his signature. Until the vice-regal signature had Seen appended no more could be said iibout the matter. "The public will see," said Mr. Russell, "when the order of reference is published, that there is every intention of making th inquiry complete, not only as regards the epidemic, but also as' regards the relationship of local bodies to the Public Health Department in connection with the an'Cortunate outbreak. The commission will probably begin its work early in February."
