TREMENDOUS EMIGRATING WAVE EXPECTED. Received, noon. LONDON, January 23. Members of the American Commission investigating conditions in Europe arc of opinion that unless the Peace Congress exercises foresight in dealing with the problems of emigration a tidal wave of restless humanity will sweep the world like the Gothas. The returned soldier of all nations is tremendously land hungry. This hunger must be satisfied. The populations of many {European countries have increased despite war, which prevented emigration. Now emigratory move ments o-f tremendous size must be reckoned with.
