INCLUSION OF GERMANY. WASHINGTON, Jan. 8. ?u the Senate, Mr McCumbcr (Republican) approved the immediate formation of League of Nations inclusive of Germany. Such a league would strengthen the Monroe Doctrine among all nations in respect of the territory of North and South America.
